Constable Skinner was the first Constable in Dallas County to provide the citizens of his precinct a full-time Traffic Enforcement / Patrol Division. Their primary goal is the safety of the citizens of Precinct 4. The Division operates a day shift, evening shift and a night-shift. The deputies conduct DWI enforcement, narcotic interdiction, general patrol in problem areas within city and county areas and traffic enforcement on miles of county roads, city streets, interstates and highways in the precinct. The Traffic Division receives numerous requests for special enforcement in areas that have hazardous traffic problems. Neighborhood watch groups have requested extra street patrols at night in problem areas within some of the cities. The deputies respond promptly in order to curtail unwanted activities within these neighborhoods.
