The Targeted Offender Program, (T.O.P.), was started in 1990 by
Constable Skinner. The unit was created in response to a need for law
enforcement presence to quickly apprehend these fugitives before they can
commit new crimes. Before this time, there was no law enforcement agency
charged with the duty of apprehending violent parole violators (sex
offenders, murderers, etc.). Until 1990, parolees who had violated
conditions of their parole would remain free until contact with law
enforcement, which was most often with the commission of another crime.
Staffed with well-trained and motivated deputies, this unit works with
state parole to actively monitor the compliance of offenders under the
Super Intensive Supervision Program (S.I.S.P).
