R.L. Skinner is now in his fifth term as constable for Dallas County. This career lawman has revolutionized the way Dallas County Constables conduct business with such initiatives as a full-time traffic enforcement division, a parole violator apprehension program, and a gun safety education program, in conjunction with the National Rifle Association. Through these and other non-traditional activities for a Constable's Department, R.L. Skinner is protecting his community by leading North Texas law enforcement officers into the 21st century.
